SUMMARY:
The Bureau of Educational and Cultural Affairs (ECA) and the Bureau of International Information Programs (IIP) share an Executive Office under the authority of ECA's Assistant Secretary and an IT Office under the authority of IIP's Coordinator. The contract staff would serve as a creative resource for the Bureau in developing online content and communities that support and enhance international exchange programs.
BACKGROUND:
ECA fosters mutual understanding between the people of the United States and the people of other countries around the world through educational, cultural, and professional exchange programs. Recognizing the power of the Internet to connect people, ECA has made the strategic decision to enhance and support the international exchange experience through the development of relevant online content and community-building.
PERSONNEL QUALIFICATIONS:
The contractor personnel shall have the ability to provide staff capable of performing the work required by the Government. The education, work experience, skill, and expertise necessary for contract staff include:
• U.S. citizenship.
• Expert knowledge and abilities in a variety of online media, technologies, and tools.
• A creative approach to problem-solving.
• Writing and editing skills.
• A flexible, team-oriented approach to work.
• Excellent spoken and written English.
• Excellent communication skills.
• Familiarity with U.S. foreign policy and international educational and cultural exchanges.
• An understanding of issues specific to one or more regions of the world.
Ideally, the contractor personnel would also have one or more of the following:
• Past participation in an international exchange program.
• Fluency in a language other than English.
LOCATION OF WORK:
The location of work shall be at the Department of State's building at 301 4th Street, SW, Washington, DC, in a normal office setting. ECA will provide a workspace, computer and phone.
WORK DAYS AND SCHEDULE:
This work specified in this statement is for full-time (40 hours per week) during normal State Department business hours. Work shall not be required on federal holidays.
VACATION AND SICK LEAVE:
The contractor shall have 10 days of annual and 10 days of sick leave per year. Annual leave must be approved in advance by ECA.
SECURITY CLEARANCE:
The vendor must provide contractor personnel with an active Secret clearance due to the proximity of classified processing and storage in workplace.
